Short answer

Data quality frameworks set the tests that official records should meet. The IMF Data Quality Assessment Framework has prerequisites and five dimensions, including revision studies and revision policy 1. The European Statistics Code of Practice has 16 principles and 84 indicators 2. The Office for Statistics Regulation set 30 October 2025 as the release date of the third edition of the UK Code of Practice for Statistics 4. The UN Fundamental Principles have 10 principles 5. US rules require statistical agencies to identify errors found after release 8.

Why frameworks matter when records disagree

A framework tells you what a producer promised about revisions, errors and methods. If two records conflict, the framework each producer follows shows where to look. The IMF framework, for example, lists revision studies under accuracy and reliability, and revision policy and practice under serviceability 1. The European code requires that errors found in published statistics are corrected at the earliest possible date and publicised, as quoted by Ireland's Central Statistics Office 3.

The IMF framework

The IMF DQAF for national accounts, dated May 2012, opens with prerequisites of quality: legal and institutional environment, resources, relevance and other quality management 1. It then sets five dimensions: assurances of integrity, methodological soundness, accuracy and reliability, serviceability, and accessibility 1. Serviceability covers periodicity and timeliness, consistency, and revision policy and practice 1.

European, UK and UN codes

The European Statistics Code of Practice was adopted on 24 February 2005 and revised in September 2011 and November 2017 2. Ireland's CSO quotes its indicators in its own revisions policy. They include advance notice of major revisions or changes in methodology, standard and transparent revision procedures, and regular analysis of revisions 3.

In the UK, the Office for Statistics Regulation said in a letter of 24 October 2025 that Code 3.0 keeps Trustworthiness, Quality and Value at its centre 4. It has Code principles, ten standards for official statistics and three standards for public use 4. It said it would regulate against Code 3.0 from its publication on 30 October 2025 4.

The UN Fundamental Principles were adopted by the Statistical Commission in 1994 and endorsed by the General Assembly in resolution 68/261 on 29 January 2014 5. Principle 9 links international concepts, classifications and methods to consistency across statistical systems 5. The UN Statistical Commission adopted a separate National Quality Assurance Frameworks Manual in March 2019 9.

Australia, the United States and ISO

The ABS framework has seven dimensions: institutional environment, relevance, timeliness, accuracy, coherence, interpretability and accessibility 6.

In the United States, 5 CFR Part 1321 sets responsibilities for recognized statistical agencies and units, with its source at 89 FR 82473 of 11 October 2024 10. Its sections cover relevance and timeliness, credibility and accuracy, objectivity, and confidentiality 10. Section 1321.6 requires agencies to publish documentation of methods, data quality indicators and known limitations, and to identify errors discovered after release 8.

ISO 8000-1:2022 gives an overview of the ISO 8000 series and establishes the principles of information and data quality 7.
